Rules covering visitations to convicted prsioners.

115.- [The Governor] shall not allow convicted Prisoners to see their relations and friends until after the expiration of the first three months of their imprisonment; but subsequently to that period, he shall allow them to receive visits once in the course of each successive three months. In case of sickness or other special circumstances, however, he shall allow convicted Prisoners...to see their relations and friends at other times; such special circumstances to be entered in his Journal.
